An old nickname of Tokyo/Edo was 八百八町, Happyaku-Hacho, litterally "the city of 808 villages" (Edo was organized in small enclosed independant "villages", each housing sometimes hundreds of people, they had curfew at night, and there were actually way more than 808). This nickname fits very well with the modern city.
